International education and Federal support for it is critical as we work to strengthen our economy and expand our diplomatic efforts around the world. International education programs are vital in building and maintaining the nation's supply of experts in foreign languages, international affairs, and international business. Providing high quality, useful opportunities for students to become knowledgeable in international issues and foreign languages has become increasingly important. America's interests are tied to our knowledge and understanding of the rest of the world. This legislation strengthens and reauthorizes the existing Title VI programs related to the study of international affairs, world regions and foreign languages in higher education. In addition, this bill makes significant improvements to the International Business Education program by reducing the match that Historically Black Colleges and Universities, Hispanic Serving Institutions, and Tribal Colleges must make to participate in this program. This provision alone is likely to spur new ideas and perspectives in this area. One provision I do want to express caution on is the International Advisory Board created by this legislation. This board has been created to provide recommendations to the Secretary in the area of international education. While I support this legislation, we should continue to refine the purpose and scope of the Board's responsibilities.
