I have some schools that were built before I was born, and you can guess maybe how old those schools are. Some of them are in deplorable condition. Then I have some school districts which, thanks to the voters because they are a little better off, they bond and they have really up-to-date school buildings. But there are other school districts that are abjectly poor, their tax base is miserable, and the school buildings are miserable. Children learn better in decent buildings. And human nature being what it is, good teachers to a great extent are more likely to stay in better buildings. This bill was wisely based upon the title I formula so those schools that are really stricken in my district now would be able to apply for these grants and, under the title I formula, would be able to receive some Federal dollars to help them replace buildings which I say are worse off than a jail that was torn down in my district because a judge declared it unfit for human habitation. This is a good bill. It will put dollars where they are most needed to help children learn better. I urge support for this bill.
