First I would like to register my concern and support over the issues raised by Mr. Polis. The question on the amendment that he offers has not to do with much of the policy, but the fact that we have to make budget decisions that are based on priorities. I think he is correct to raise the question as to whether a $35 million plus-up is the proper priority when compared to the other competing interests that we are all trying to facilitate.
