The Clerk read as follows: Mr. Kildee moves to recommit the bill H.R. 1206 to the Committee on Ways and Means with instructions to report the same back to the House forthwith with the following amendments: Page 3, after line 11, insert the following: (d) Special Rule of Applicability.--This section shall not apply for any year if the Federal tax delinquency rate for either chamber of Congress is greater than the Federal delinquency tax rate for the Department of Treasury, as published by the Internal Revenue Service in its Federal Employee/Retiree Delinquency Initiative (FERDI) for the prior year.
