Mr. Chairman, I want to tell the gentleman from Missouri he may think they are Federal mandates, but, as the gentleman from Wisconsin pointed out the other day, he made it very clear that there are no Federal mandates in this bill. There are no Federal mandates in this bill. There are 23 reporting requirements, and those reporting requirements can be paid for with Federal dollars, not State or local dollars, but Federal dollars.
