Many of my colleagues heard me state many times that education is a local function, a State responsibility and a very important Federal concern, and I think that balance is very important. But with this amendment we make education a Federal function. We are getting involved in the nitty-gritty of curricula, and again, all of us from time to time have had something we would like to inject in that. I think we are always safer when we avoid that path.
