I stand to support the Barr amendment, and to thank the chairman for agreeing to work with the gentleman from Georgia (Mr. Barr) and others as we go to conference to make sure that we do not stop this worthy program. Drugs in America is a cancer. We must do all we can to support our children. At the same time, we must make sure that our Federal dollars that have been appropriated are spent wisely. This company in question has padded their books, has been found guilty of $1.8 million overcharging the Federal Government. It is important that we monitor all of these contracts and that the moneys being used for advertising go to those communities where the most need is. It is important that the gentleman from Georgia has introduced this amendment. I look forward to working with him and the chairman and our ranking member and just to reiterate how important it is that as we spend these advertising dollars, we select those companies who have the same mission that we have, which is to make sure the advertising gets out correctly, that they do not pad their bills and mischarge the Federal Government and come back for further business. I stand in support of the gentleman's amendment barring payment of contracts to support a national media campaign to any company that has entered into a settlement to pay claims against it by the Federal Government.
