So when the Baltimore Sun wrote in its editorial that was very strongly in opposition in this amendment because it believes that Congress will slip and slide--I think those are the words of the editorial--that Congress will slip and slide under this amendment to do what it always has done, I believe it has good reason to reach that conclusion. This amendment presents the legislators a chance to propose procedures for cutting the deficit while offering them ample opportunity to slip and slide away when it comes to actually raising taxes or cutting spending. I have one other question to my friend from Illinois. The requirement in this amendment is that the President submit a balanced budget to the Congress. It does not have a date in that language as the Reid amendment does, by the way. But my question is this: Is there any prohibition in his amendment against the President submitting two budgets, one a balanced budget and, second, an unbalanced budget with a suggestion to Congress that 60 percent of the Congress vote for the unbalanced budget?
