My point is when some of the proponents of this constitutional amendment argue that somehow or other we will not use the provisions of this Constitution, those who want to have an unbalanced budget will not fully use the loopholes or fully use the provisions of the Constitution, what the proponents of the amendment of the Senator from Illinois ignore is one can be loyal to the Constitution under his amendment and vote for an unbalanced budget.
