What surprises me about the point here is that it is the same point that the Senator from Louisiana made last night; is that in his substitute the same language appears. In his amendment, the Johnston amendment, you have the same exception. On page 6, line 19, exceptions provided in subparagraph (e), the event or activities of which are substantially recreational, shall not be considered to be directly related to the official duties of a Member, officer, or employee.
