It is in the judgment of the Member if it is a close personal friend, as we have outlined it in this substitute which the Governmental Affairs Committee has approved. The answer is correct, and that is an exception which I think most people believe in. I think the Senator from Louisiana probably believes in the close personal friendship exception that we ought to be able--as a matter of fact, I think he has spoken to me about close personal friendships--we ought to be able to accept gifts from persons we believe are close personal friends.
