The House has passed this legislation before with an overwhelming and bipartisan vote, sending a strong message to perpetrators and victims alike. I urge my colleagues to join me today in doing the same once again. This legislation is a necessary response to one of the most pressing human rights and humanitarian concerns in the entire world today. I am glad the House is considering it.
