I am suggesting that the Senator is proposing that there be a toughening of the penalty, instead of toughening the rule in a significant way, and I think that really is a diversion from the issue before us, which is whether or not we toughen the rules. And I am saying, even if you look at the toughening of the penalty--to say we are really toughening these penalties because, if you are reprimanded three times, then you will be automatically expelled--as a matter of fact, you cannot be reprimanded even once without your consent.
