I address you today in strong opposition to H.J. Res. 43. The resolution undermines the purpose of the D.C. Council antidiscrimination bill. D.C. residents deserve to be protected from discrimination in the workplace. Everyone should have the ability to make a private healthcare decision, including when and how they will start a family, and without the fear of losing their jobs or facing retaliation or retribution from their employer. Unfortunately, women across the country have faced discrimination for personal decisions such as using birth control, becoming pregnant while unmarried, or using in vitro fertilization to become pregnant. Contrary to claims by my Republican colleagues, this bill does not impose any new requirements on employers to cover or to pay for any reproductive health services. Are women's rights not guaranteed by the Constitution just like those of men in this country? This is not about whether you or I have an abortion or whether you or I use IVF. Madam Speaker, this is about a woman's right to choose what is right for them in the privacy of their homes and doctor's office and with their family. This is not about pro- choice or pro-life. This is about religious freedom. This is about government intrusion. This resolution, forced on the people of D.C. by a Member of Congress from Tennessee, flies in the face of the democratic debate and vote already heard by the D.C. Council.
