Madam President, we are engaged in what I have called fiscal child abuse--fiscal child abuse. We are beating our children with what I would call the equivalent of rubber hoses. The bruises do not show just now. There are no telltale signs of the beating, but the pain is going to last their lifetimes and probably be passed even on to their children.
