I assume that this refers to foreign governments' efforts to help their industries to compete by allowing well-educated workers to have access to low-cost capital and to benefits of government-funded research programs. But there is another type of supportive structure and program that many foreign governments provide their industries. I am referring to industrial espionage committed by or with the assistance of foreign intelligence services. Mr. President, I am not going to suggest that foreign industrial espionage is the greatest problem confronting the American industry today. But it is a real problem. It costs the U.S. economy billions of dollars annually, and it appears to be growing quite rapidly. It also is a problem that has received far too little attention.”
