I rise today to express my sympathies to the people of southern California. The devastating earthquake which shook the Los Angeles area last month has left many people dead or injured and thousands of others homeless. I intend to support this emergency supplemental which will provide desperately needed relief not only to the victims of this tragic earthquake, but also to the victims of the Midwest floods and the unusually bitter cold temperatures that various regions of the country, including my home State of Main, have experienced this winter. I am extremely pleased that this legislation includes the directive to President Clinton to release $300 million in emergency funds from the Low Income Home Energy Assistance Program [LIHEAP]. It is up to President Clinton to declare an emergency and release these funds, but I am confident that he will support our call for immediate action. As we all know, the winter in many parts of the country, but particularly in Maine and other parts of New England, has been unusually cold and shows no signs of abating.
