I agree with my colleague. As an example, Bangor International Airport in Maine provides transit services to many foreign air carriers that need to refuel in the United States before completing flights to other points in the United States and foreign countries. These flights which carry international transit passengers through Bangor are almost never available for sale to local passengers; they have no bearing on whether Bangor should be considered a hub airport that would disqualified other communities in the region from receiving the EAS subsidies that are critical to their economic development and their continued role in the national aviation system.
