While I agree these principles should guide the administration and oversight of Federal funds, the rule would impose new, burdensome requirements on award recipients … and conflict with Congress’ control over the federal funding process.
It appears that there is good faith on the Democratic side to try to pass the CR and avoid a government shutdown, which is always a disaster.
But to be fair to the Department of Homeland Security, they couldn’t enter into contracts when the government was shut down by the Democrats.
