If their policy is to go to the threshold, but not assemble a nuclear weapon, how do you tell that they have not assembled?

We really need to find a way that allows them to ensure their products are safe, but doesn't put them out of business.

Obviously, our first priority is to make sure that all products, including toys for children, are safe.
