I guess what is so troubling to me is here the Department was prepared to invest $2 billion in one kind of technology when, in fact, it had never worked out a plan for railroads or for other means of smuggling nuclear materials into the country; and then when the technology did not prove to be as effective as hoped, there is this diversion of attention, money, energy, to just one kind of technology.
