What worries me--and, Commissioner, I am going to use your examples--is many of our colleagues look and see unobligated funds, or funds that have been obligated, but it is 2 years later and they have not been spent, and they make two conclusions: The program is overfunded, that money was never needed in the first place, we can slash that from the budget; or they conclude that it is being poorly managed and is not really needed, and thus, they reach the same conclusion that it can be slashed from the budget.
