the Clinton-Akaka amendment does nothing to strengthen FEMA. It takes a weak FEMA and casts it adrift as an independent agency. It is not the answer. My colleagues, you have just voted for the right reform. I urge opposition to the Clinton amendment, as do all the first responder groups. The PRESIDING OFFICER.
