it is particularly troubling to uncover these apparent contracting abuses in the Office of the Inspector General, the very official who is supposed to be the watchdog against waste, fraud, and abuse in Federal departments. What appears to have happened is that there now has been ... somewhat of an increase of ICE activities before the additional training and body-worn cameras were deployed.
While I agree these principles should guide the administration and oversight of Federal funds, the rule would impose new, burdensome requirements on award recipients … and conflict with Congress’ control over the federal funding process.
It would undermine the goal of awarding funds based on scientific merit and value, rather than political ideology.
