Mr. President, I rise today to support the Presidential Appointment Efficiency and Streamlining Act of 2011, as well as the Senate resolution to create an expedited confirmation process for some part-time boards and commissions. I want to commend Senators Schumer and Alexander for their work on this issue and to express my appreciation for all the members of the nomination reform working group--Senators Reid, McConnell, and Lieberman. I was pleased to be a part of what has truly been a bipartisan effort. The Constitution, in the Appointments Clause, makes the appointment of senior Federal executive officers a joint responsibility of the President and the Senate. The President determines who, in his view, is the best qualified to serve in the most senior and critical positions across the executive branch of our Government. It also requires that we, the Senate, exercise our independent judgment and experience to determine if nominees have the necessary qualifications and character to serve our Nation in these important positions of public trust. The confirmation process must be thorough enough for the Senate to fulfill its Constitutional duty, but it should not be so onerous as to deter qualified people from public service. National security reasons also compel attention to this problem.…
