I realize that you have a period of time that you can use. But is it accurate that about half of the funding appropriated over the last 3 years is still unobligated?

I believe that will be the conclusion of Maine voters. But, obviously, I don't take anything for granted.

They don’t have them yet. The orders were placed, but they couldn’t [process] the orders when the government was shut down.
