Just following up on that point, we have done a lot of work with State and local governments, and with our private sector partners to improve the response because obviously if you are a terrorist and you think a community is unable to respond, that gives you even more of an incentive to choose a particular method of attack.

I think what happened is too many of the Immigration and Customs Enforcement and Border Patrol agents were sent out there without proper vetting and without proper training.
They don’t have them yet. The orders were placed, but they couldn’t [process] the orders when the government was shut down.
