I offer this amendment on behalf of myself and Senator Hirono. Our amendment would create a deficit-neutral reserve fund to expand access to higher education for some of our neediest students through the Pell grant program. The amendment would allow for year-round Pell grants so students who want to accelerate their degrees by taking additional courses, including during the summer, can receive an additional Pell grant when they need it and complete their education more quickly without having to wait for the next academic year to begin. While I agree these principles should guide the administration and oversight of Federal funds, the rule would impose new, burdensome requirements on award recipients … and conflict with Congress’ control over the federal funding process.

I think what happened is too many of the Immigration and Customs Enforcement and Border Patrol agents were sent out there without proper vetting and without proper training.

It would be wise for DHS to have a halt in non-urgent traffic stops until we get this straightened out.
