I was a real skeptic at first. I thought it would make sense to make sure that people agreed to participate in programs to address their substance abuse and mental illness, and other issues. And it turns out the reverse, that it works more effectively, at least based on the results that I am seeing in Maine.

I think what happened is too many of the Immigration and Customs Enforcement and Border Patrol agents were sent out there without proper vetting and without proper training.
It appears that there is good faith on the Democratic side to try to pass the CR and avoid a government shutdown, which is always a disaster.
