Senator Collins asked the OMB to withdraw parts of the rule that would unduly burden scientific and biomedical research and small communities.

Canada is not China. Canada is one of our closest allies and largest trading partners. Our economies are inextricably linked, especially in the border regions.

While I agree these principles should guide the administration and oversight of Federal funds, the rule would impose new, burdensome requirements on award recipients … and conflict with Congress’ control over the federal funding process.
