The fundamental civil rights of American citizens are more than just a social issue.

If we are going to act on this issue, we have to do so without delay.

This legislation, I hope, will end the needless discrimination so many Americans face in our immigration system.

Both are absolutely essential to the ability of Congress to carry out its oversight responsibilities.
