I did not support passage of the Recovery Act, but I have always supported investment in transportation because I do believe that these are the types of investments that should be included in any economic stimulus.

They don’t have them yet. The orders were placed, but they couldn’t [process] the orders when the government was shut down.
It appears that there is good faith on the Democratic side to try to pass the CR and avoid a government shutdown, which is always a disaster.
I think what happened is too many of the Immigration and Customs Enforcement and Border Patrol agents were sent out there without proper vetting and without proper training.
But to be fair to the Department of Homeland Security, they couldn’t enter into contracts when the government was shut down by the Democrats.
