I understand that one of the ways to reduce emissions is to put a price on carbon emissions, and maybe at some point we'll have to live with higher costs at the fuel pump.

I just cannot understand why in the President's request, though, that there was a reduction in this program in terms of costs in the Marine Debris Program.
