I certainly would not be opposed to a multilateral response, but at the same time it should not preclude our position in terms of what we think is important for this country in the final analysis. I do not think that prevents the United States from seeking a multilateral approach in changing the site of the conference. If the other countries do not agree, then I do not think that it should prevent us from doing what we think is right.
