I think it is important this morning to review some of the facts regarding this conference report before the Senate that creates this Texas Compact, because I do think that some of the facts have been lightly regarded during the course of this debate. This is nothing that hasn't been done before. This conference report will ratify a compact between the States of Texas, Maine and Vermont for the disposal of low-level radioactive waste, as has been done on nine previous occasions by the U.S. Congress in response to a mandate by the Congress in both 1980 and 1985 that required the States to accept responsibility for the disposal of low-level radioactive waste. Mr. President, 41 States--including the State of Minnesota, the State which the Senator represents and who opposes this compact--have entered into a compact over the last 20 years in response to the mandate that was issued by the U.S. Congress. There are nine such compacts. This compact in this conference report does not deviate from the previous compacts. The fact of the matter is this compact gives greater control to the State of Texas in terms of the determination of the siting and all of the other factors to repeatedly and safely dispose of low-level radioactive waste.
