I would like to speak to one provision in the FSC/ETI tax legislation we are considering on the Senate floor which is very important--the broadband expensing provision. This provision would allow investments in broadband infrastructure, or high-speed Internet access, to be deducted for tax purposes in the year the investment was made rather than over several years. The simple point of this provision is to stimulate new technology investment. We have worked on the bill since mid-2000, and it is time to see it enacted. I am particularly pleased to have worked with Senator Rockefeller on this issue and to join him in sponsoring legislation to provide a broadband tax incentive. He and I go back quite a few years on technology matters. We worked side by side to ensure that all of our Nation's schools are wired for basic Internet service, and that has been a tremendous success. I also appreciate the effective work Senator Burns has done to fight for broadband investment. It is time to move beyond basic dial-up service.
