Mr. President, I rise today to enthusiastically support the nomination of Leon Panetta, the current Director of the Central Intelligence Agency, to be the 23rd Secretary of Defense. Director Panetta has contributed nearly five decades of public service to our Nation, including as an officer in the U.S. Army, a distinguished Congressman, and most recently as Director of the Central Intelligence Agency, a position for which he was confirmed by the Senate on February 12, 2009. He and I served together in the House of Representatives from my first term in 1979 until he departed in 1993 to become Director of the Office of Management and Budget. Over the past 2\1/2\ years, I have had the opportunity to frequently work with Director Panetta, in my role as a senior member of the Senate Select Committee on Intelligence. Like his predecessor, Dr. Robert Gates--who also served as CIA Director before becoming Secretary of Defense--Director Panetta brings to the Pentagon a wealth of experience built over a lifetime of service to his Nation and his fellow Americans. Over the past 2\1/2\ years, Director Panetta has repaired a damaged relationship between the CIA and Congress, an impressive accomplishment, to say the least, and led the agency and the Nation's human intelligence activities at a time when the Nation waged two wars and contended with such threats as Islamic extremism, terrorism, and cyber intrusion and attack.…
