I rise today to thank the Chairman of the Budget Committee for provisions in his substitute amendment that reinforce President Bush's budget blueprint for the use of advance appropriations as a mechanism for capital investment. The chairman's extraordinary foresight will ensure that the option to use advance appropriations will still be available as a budget management tool for Congress and Federal departments and agencies. As described by OMB Circular A-11, advance appropriations is a funding mechanism, which together with funding in the current year, provides full funding of capital projects and scores following year funds as new budget authority in the year in which funds become available for obligation. This mechanism is used by various departments, such as the Department of Energy and the Department of Transportation, and agencies, such as NASA, to level fund capital projects. In addition, the Department of Defense is considering employing advance appropriations for capital projects in the future.
