Mr. President, while my legislation has not yet been acted on, I believe the legislation now before the Senate--S. 1186, the Workforce Investment Partnership Act (WIPA) provides us with an excellent opportunity to address the training needs of incumbent workers at small businesses. Mr. President, as has been outlined on the floor of the Senate today, the WIPA restructures and streamlines federal job training programs to improve the delivery of these services to millions of Americans in need, including disadvantaged adults and dislocated workers. For crafting a bill that improves the delivery of job training services nationwide, I would like to commend the authors of this legislation: the Chairman of the Labor and Employment Subcommittee, Senator DeWine; the distinguished Chairman of the Labor Committee, Senator Jeffords; the Ranking Member of the Labor Committee, Senator Kennedy; and the Ranking Member of the Employment and Training Subcommittee, Senator Wellstone. While I am very supportive of this legislation, I urge that provisions be added and modifications made during the upcoming House-Senate conference on the bill to improve access to training for incumbent workers at small businesses.
