The Senator from Minnesota is somehow suggesting that the State of Texas does not have the trust and the confidence of the people that it serves to make a judgment in adherence to their State environmental and public and health and safety laws as well as the Federal Government, all of which, I might add, have to be adhered to, all of which have been outlined in this process throughout.”
