On the recordJune 17, 2003
I rise today to praise the exceptional commitment of Chairman Grassley as chairman of the Senate Finance Committee, ranking member, Senator Baucus, to meld both political and policy differences and produce a bill that can garner support of 16 members of the Finance Committee, 16 Members of the Senate Finance Committee who represented every facet of the political spectrum. That they were able to execute this extraordinary achievement and produce this bill, especially less than a year after the committee process was bypassed altogether, is a testament not only to their skill but also to their passion for this issue. They have built upon the leadership that has been provided by the President, who challenged the Congress to enact a Medicare prescription drug benefit, offered principles, and more recently issued the charge to the Congress to have a bill on his desk in July.
