Madam President, I rise support of my amendment, which has been modified in consultation with the managers of the Postal Reform bill, S. 1789. I am very pleased that both Chairman Lieberman and Ranking Minority Member Collins have agreed to accept my amendment to further strengthen the segment of the bill governing proposed consolidations for the Postal Service's processing and distribution facilities. With my amendment as part of the underlying bill, the Postal Regulatory Commission, PRC, will now independently verify the Postal Service's methodology and estimated costs savings from proposed plant consolidations. In other words, starting with those facilities currently under review, the Postal Service will no longer have unchecked authority to close or consolidate these important facilities. The Postal Service has unfortunately proven itself unable to make these decisions, many of which have far-reaching implications for the quality of service of postal customers, without proper oversight, fact- checking and third-party verification. As part of a major restructuring of the Postal Service's mail delivery infrastructure, Postmaster General Donahue proposed closing and consolidating 232 mail processing and distribution facilities across the United States.…
