What's so amazing is that it is, and I have heard the same thing from not only VA employees but also the private sector, that it is the best system. So I cannot fathom why Department of Defense will not move to that particular system.

I have heard the comment, the anecdotal comment, that you just mentioned, that they just keep them there until they can say, 'Well, we hired a veteran,' then they let them go.
This has strong support from key veterans groups, like the VFW and The American Legion.
I think too often the media headlines level broad accusation against all VA employees, not just the ones who are--have bad performance issues.
Some veterans think that because of veterans preference, that they will automatically be hired in the Federal services. That is not the case.
