Mr. Speaker, I, of course, rise in support of the Nanotechnology Research and Development Act, Senate 189, which as the chairman has so ably set forth, authorizes the National Nanotechnology Initiative as part of the President's budget request. This interagency research program is going to have enormous consequences for the future of our entire Nation. S. 189 is a compromise measure worked out with the other body. It is largely based on H.R. 766 which passed the House in May by a vote of 405 to 19. The bipartisan House bill was introduced by Committee on Science chairman, the gentleman from New York (Mr. Boehlert) and the gentleman from California (Mr. Honda) and cosponsored by Members from both sides of the aisle. I want to acknowledge the leadership of the chairman, the gentleman from New York (Mr. Boehlert) and the gentleman from California (Mr. Honda) in crafting the original version of the legislation. I want to thank the gentleman from New York (Mr. Boehlert) for working cooperatively day in and day with Democratic Members in developing the bill and arriving at the final bicameral compromise. I also want to thank my colleague, the gentleman from California (Mr. Honda) for his hard work on the bill.

Mr. Chairman, we don't believe that this was the intent of Congress 75 years ago, and we certainly hope that it is not what Congress wants now.
