This comes back to the point the gentleman from Connecticut made so well several minutes ago, that the easiest thing in the world any of us can do is say, well, we are going to create a program. Sure, we will give you more money, even though you are getting increases and spending, we will double the rate of increase. We can all look like heroes until the American public has got to show up with the tax dollars to pay for it or to deal with the mess that we have created.
