The facts are that spending increased at tremendous rates during the 1980's. Yet, at the same time, we had Congress working together on a bipartisan basis, probably everyone believing they were trying to do the right thing, but what they were trying to do is, frankly, nibble around the edges of the problem. We were tinkering with Social Security, we were tinkering with retirement programs, we were tinkering with details of the bureaucracy. We were talking about spending cuts, but yet, my research tells me there is not a single year in the last 20 years, if any even in the history of this country, where the Federal Government has spent less in 1 year than it has spent in the prior year.
