I want to say that this effort to extend the statute of limitations did not start just recently. It has been going on for a couple of years. We have had a lot of votes on that. A lot of people voted against it. So we know that if it does not stay on this bill, which we all hope it will, and I support, it is going to be back, and back again. And I am going to support it every time. I hope all the others will support it. But let us be clear on this. We all understand what is happening here with respect to the statute of limitations. We all understand what is going on. So the fact is, either you are now going to decide one way or the other. We are going to have a vote or we are not. The chairman has said what any person of common sense, prudence, and good judgment would say. He is going to do the best he can. He cannot guarantee the result. Nobody here could ever say anything other than that. We all understand that. Who can make a guarantee that they cannot possibly be certain that they can carry out? That, I think, ought to be good enough for everybody. If it is not, let us have a vote.
