Well, it's a big step forward, because the violence has ended, and that's critically important. The longer it goes on with more fighting and dying, the harder it is to solve any problem.

Every course of action has a high degree of risk and is not guaranteed to succeed. But I think that there has to be a process that will force the Iraqis to make the difficult decisions they have so far refrained from making.

Very complicated. By far and away the most complicated situation I've been involved in. And I think it goes far beyond what you described. It is -- it makes it very difficult.
