We hope very much that the Secretary will continue to use enplanement data that is relevant to the domestic aviation system when determining hub airports for EAS purposes. Such data includes passengers who actually board a flight operated by a U.S. certificated air carrier at an airport in question. On the other hand, passengers on international flights which transit an airport for nontraffic purposes, passengers boarding commuter carrier flights, and passengers boarding foreign air carrier flights are not relevant indicators of an airport's ability to connect a community to the larger domestic system. Consistent with this approach, I hope the Secretary will continue to use the traditional data reported in 'Airport Activity Statistics of Certificated Route Air Carriers' for EAS purposes.
