“It cannot be said enough that every 25 minutes in this great country, there is a baby born addicted to drugs. Last year alone, 1,000 of those babies were born in the great State of Maine. Now, 80 percent of these addicted infants are covered by Medicaid and treated at local hospitals, but our hospitals are overwhelmed. They are not equipped to provide the specialized care that these babies desperately need to recover from the drugs in their tiny bodies.
